On my last visit there, I noticed the sign in front of the door, but I didn't read it carefully and understood it to mean that only locals were allowed to sit there. I could have understood that somehow, but only tourists allowed doesn't make sense

The only reason I can think of is that the shop was very popular with the boys from the street. When I was there, there were often groups of Dutch youngsters who didn't exactly seem like law-abiding citizens to me But that's pure speculation and I wouldn't think it would be a reason to introduce such a rule...
