Buying the Chipcards on a tram or bus for short journeys is still more expensive (E2.60/trip or hour) than pre-purchasing strippenkarts (E7.20 for around 7 short trips), I'm finding strippenkarts harder to find in shops and they dont sell them on trams and buses anymore. My local Albert Hein has a vending machine for them, but it's always out of order).

You can use cash at a train station to buy the OV card. They sell them via cash at the train ticket counter at the airport. You cannot use cash on the little machines, in fact I am not sure they all take PIN cards.
I think people will grow to like the OV cards, they are very convenient and make getting on the tram much faster.
