OK here goes... The picture you bought is by Anton Pieck, dutch artist 1895-1987. It actually is the cover of a book by the dutch Lode Van Der Schelde (not sure if he was dutch or belgian). The translation would go something like this : There, you have a people (a nation) on their knees, (Daar ligt een volk geknield) by Lode Van Der Schelde (door Lode Van Der Schelde).
