The Weed Pass -- Maybe Not All That Bad

Here's my take on this could be a success for all, or just the gov, or no one at all.
Instead of instituting a straight forward "weed pass" for residents... why not institute a "weed pass" for anyone who wants it... Dutch resident or tourist alike.
Bring this system into effect immediately, where citizens register and their passes are valid for 5 years, like a drivers license.
For tourists... the passes are valid for 6 months... and can be renewed every 6 months.
by imposing the system and applying to everyone, the gov would have immediate, more accurate statistics on "drug tourism". It would know how often people make trips for pot, and how often they are likely to return.
It's a win for the gov, they get instant income of the "tourist" and "local" weed passes... they are also to apply laws in the future based on more accurate info and stats.
I see big positive possibility for the Dutch people, their lawmakers, their taxpayers, and their tourists.
Why not make decisions based are hard numbers and data?
