It's under the User Control Panel. Alternately you can click on a profile and then add them to your friend/foe list.

Yup You got the idea.. Here's Lem's explanations:

Foes are users which will be ignored by default. Posts by these users will not be fully visible. Personal messages from foes are still permitted. Please note that you cannot ignore moderators or administrators.

Friends enable you quick access to members you communicate with frequently. If the template has relevant support any posts made by a friend may be highlighted.

Hmm... interesting option. Not sure if it's the best one though. I mean, really.

Let's take the example of that smokey guy who posted that thread about BLOOMBASTIC (y'all know the one) where he spammed the shit out the forum over a period of 6 months or so. If this option to make him a foe would have existed back then - we'd have all gone for it. But that wouldn't have ousted him from the forum - noob members would probably believe his claims of stupidity and bleh...

The fact that we were able to rebuttle this spammer as a collective is what ousted him. That foe option would probably ensure that he was still spamming the crap out of our boards... It's not always the best option.

I can probably give you other examples if you like... I know a few forums which had options like repping and friend/foe systems which were implemented, but after a while - disabled.
