Allowed to smoke or not allowed that is the question????????

I have currently visited amsterdam 3 times..And i know the have been trying to change the laws on letting tourists buying and smoking weed in the coffee shops? My friend told me that as from January 2012 no more will anyone who doesnt live in amsterdam or in the area of the coffee shop will not be allowed to buy or smoke weed from coffee shops???
Please can someone help me if they have the right info..I will be truely devostated as its the only place i hoiliday now.
