Info request about coffee shops in Maastricht

Hi All,
I am planning a trip to Maastricht but I read on the web that access to coffee shops is restricted to people not resident in the Netherland, like me. Is it true? Many thanks.

Heaven 69 , DONT BUY , only sit and drink
Slow Motion , very nice weed but a bit expensive

Dear All,
so the ban is effective now in Maastricht... Do you have a real experience about it? I mean: does it really work?
Moreover I need to know the nearest city to Maastricht where is possible to have a quiet joint (also if you are not Dutch, Belgian or German)...
