Reading this story and taking it for face value, I don't like what I'm seeing.
- If a mayor/council close a shop for not complying, there really isn't any legal ground in which the C/S can fight the closure.
- Local governments

Some things to point out are how Mayors aren't elected, they are appointed by the Crown. The Mayors can also overrule council decisions, according to the information given. If this is accurate, I can see endless possibilities for disaster, and a few for success.

"Municipalities form the lowest tier of government in the Netherlands, after the central government and the provinces. There are 458 of them (1 January 2006). The municipal council (Gemeenteraad) is the highest authority in the municipality. Its members are elected every four years. The role of the municipal council is comparable to that of the board of an organisation or institution. Its main job is to decide the municipality's broad policies and to oversee their implementation. The day-to-day administration of the municipality is in the hands of the municipal executive (college van burgemeester en wethouders, abbreviated to B&W), made up of the mayor (Burgemeester) and the aldermen. It also bears primary responsibility for the financial affairs of the municipality and for its personnel policies. Aldermen (Wethouders) are appointed by the council. The weed pass becomes effective in certain locales on 1 May 2012, as it has been stated all along. I don't like it anymore than the next stoner, not one bit. Time will tell how effective the weed pass really is, or really isn't.

I may have this completely arse about face but , there is going to be a pass yes ? & CS's will be told they must have it ? but the Mayor/Town council can choose not to punish them if they don't ?
