Personally, I like the idea of charging a bit extra for plastic bags like they do in some European countries.

That program lasted about 2 years here...then they threw it out...failure. Te mpney went to the retailer, made no sense.

So it didn't dissuade people from using plastic bags? I was under the impression, regardless of where the money went, that they get customers to pay a little extra for the bags so that they won't use plastic as much.

The local supermarket does encourage the use of 'lifetime' bags. Pay a small sum for robust bags and when they wear out they will replace them for free. Today I forgot to take them and looking at the £120 worth of shopping on the conveyor belt the girl asked me if I needed free disposable bags. All I could say was 'well, I aint going to fuckin' juggle that lot to the car am I?'

Good... The plastic bags are a menace to the environment.
But be a bit wary of the reusable bags they can be a breeding ground for bacteria. I prefer paper whenever possible. Very useful, biodegradable, and very green these days.

I live in DC, and there's a 5 cent tax on every plastic bag. I don't know the exact statistics off the top of my head, but I know that there's been a significant reduction in the number of bags taken and also in the amount of litter in the Anacostia River.

That's the first place I encountered that additional cost--in Dublin. I didn't mind it though. The grocery clerk even asked if I wanted a bag and felt bad about making me pay extra for it.
