Is the weedpass needed for Eindhoven

Hello All,
I am heading to Eindhoven for a couple of days next week. Is the weedpass needed for coffeeshops in Eindhoven. I have downloaded an app on my phone and it says its not being fully implemented until 1st of Jan 2013.

Eindhoven introduced the Weedpass on 1st of May...so ,NO is the simple answer...unless you want to buy from the many Streetdealers that have now surfaced .
