My uncle is up for the weekend. It's a regular internet crawler as is being is job on the internet too. He told me today that he managed to find out about 3 schemes the UK government are running, the way he did this is rather convoluted however. He claims that he only found documents and diary logs of this scheme on an american site and even then they were tricky to find.
The two schemes he mentioned were already in trial in the UK he claimed.
1. Where there is a centre which hands out drugs to those addicted for free (this seems implausible to me). No one is arrested for possession but home grow operations are still illegal. Everyone who takes out drugs from the centre has all their details checked and has to carry some sort of recognisable identification
2. There is a complete state of legalisation/decriminalisation (like portugal) in place. Money fighting drug crime is instead used to fund rehab centres
Can anyone shed light on any of these? Whether they are completely bollocks or something that might have been kept on the DL
Free Cannabis in Britain / Decriminalisation of all drugs

Your second point regarding Portugal is true. Your allowed a certain amount of Heroin, Cocaine, Amphetamine etc but as far as I know your not allowed to use cannabis legally! WTF?
