Good Law Enforcement Practice
The following letter was sent to every member of parliament, every member of every provincial legislature, and every member of every law faculty in Canada:

Dear legislators of Canada,
If bullying is not acceptable on our school grounds among children
then why is it acceptable among adults on the highways, byways and
streets of our nation, especially when perpetrated by those who are
supposed to be tasked with our protection?
Ask any experienced defence lawyer in Canada and they will tell you
straight up that police lie. Ask any experienced senior civil legal
professional in Canada and they will tell you that the RCMP are
completely corrupt.
It is a matter of routine for law enforcement to kidnap, threaten,
assault and stalk people who are often innocent of any crime. How is
that acceptable? It is not. Even if they are indeed guilty of some
crime, threats and assault are still illegal and is completely
inappropriate behaviour for law enforcement officials to exhibit.
Take a good look at the omnibus crime bill and the resurrection of
lawful access which will provide the beginnings of a framework under
which any Canadian can be arrested at any time. Everyone is guilty of
something. Now consider the privatisation of jails. The people have
become the product.
It appears our government is controlled by private financial interests
that stand to gain from the preservation of existing criminal
organisations and this future private prison system. We must identify
who intends to profit from this and take appropriate action to prevent
the complete undermining of democracy and the justice system in
Canada.
Now add in the fact that this new Ministry of Public Safety has issued
an ultimatum to the provinces: accept RCMP policing with no
accountability or you get no policing at all. This is what is commonly
known as a protection racket; a behaviour that is diagnostic of
organised crime. Well if we all voice our outrage loudly enough then
they just might get their wish. It could be an opportunity to
dismantle this corrupt organisation that has a stranglehold on the
people of Canada.
Imagine it: the requirements to be an RCMP officer are to be a
Canadian, 19 years of age, have a high school diploma and three months
of training. Then they are given a gun and let loose on the Canadian
public to terrorise them. Not to mention a ridiculously large salary
for what amounts to unskilled labour. I surmise that these are the
very same kids who bullied others in the schoolyard, only now they
have a gun. The RCMP are accountable to no one. That cannot be allowed
to continue. The Commission for Public Complaints Against the RCMP is
a complete lark. They do no independent investigation, they take the
RCMP at their word, and as we know, police lie.
How do we stop this and get Canada back on track as a world leader in
human rights and strong community values? How do we make Canada the
warm and loving nation that people want to be part of again? How do we
make sure that no one is left behind?
What we require is Rational Law and Non-Discretionary Law Enforcement.
The only way to achieve this is through the establishment of formal
law enforcement standards. The International Committee of the Red
Cross (ICRC) held the first international conference on standards in
law enforcement in 2010 (ICSLEO 2010). The only nations of
significance not in attendance? Canada and the US.
We need to initiate and participate in the development of an
international standard of law enforcement through the International
Organisation for Standardisation (ISO), then adopt the standard
nationally under the Standards Council of Canada (SCC) and continually
audit all law enforcement agencies for compliance. I suggest the
standard be entitled Good Law Enforcement Practice (GLEP), much like
the widely accepted and successful Organisation for Economic
Co-operation and Development (OECD) Principles on Good Laboratory
Practice (GLP) and the analytical quality system defined by ISO 17025.
All Canadian law enforcement agencies, organisations and facilities
should require accreditation under this GLEP standard, and the
accreditation status of each be publicly available. Currently some
RCMP laboratories are listed as accredited under CAN-P-1578 and
CAN-P-4E - if their own laboratory staff are subject to the stringent
requirements of these standards they why not the law enforcement staff
themselves? In fact, I would call into question the validity of their
laboratory accreditations in light of the lack of any formal standards
accreditation for the sampling staff (law enforcement officers).
Personnel competence and integrity is a critical component of
laboratory accreditation programs, and should also feature prominently
in a Good Law Enforcement Practice standard.
Unjust and irrational legislation is only possible with and enabled by
corrupt law enforcement. The RCMP are no less responsible for public
safety than Health Canada scientists who are subject to strict
international standards and continual audit under ISO 17025 /
CAN-P4-E. The RCMP should not be exempt from similar accountability
and assurance of their integrity.
Currently, the RCMP's lack of appropriate publicly accountable
standards presents a real and present threat to Canadian national
security. This can be, has been and is being exploited by malign
forces of greed. We must put a stop to it now. The losses to the
Canadian people and the legitimate white market economy numbers well
into the tens of billions of dollars.
What the current federal government and the RCMP are up to is
tantamount to treason against a free and just Canada. If we let it go
much further then the only way out will be violent revolution, and
nobody wants that. We need to do something now to stop this evil that
is rotting our nation from the core. As Canadians we have an
obligation to set an example for the rest of the world, and justice
for profit cannot be part of that example.
I appeal to you as the legislators of Canada, for what value do the
laws you enact have if there is no assurance of non-discretionary
enforcement and complete accountability of law enforcement? I demand
that Canadian democracy not be a charade. The people of Canada and our
international reputation deserve nothing less.
We should not have to live in fear of our government and the people
who are supposed to be protecting us. I want to live in a country
where I can trust the police.

Really it will have to come to violent revolution, as they already have control of the government.
But who wants that? So the only peaceful solution I can come up with is to campaign for all Canadians to leave the country. Let the RCMP have it. They will self destruct in a few generations and we can return to rebuild the once great nation of Canada.

The next step is to publish irrefutable evidence proving these charges. Citing examples in detail of the gross misconduct of the RCMP would go a long way towards credibility.
Anything less is tantamount to nothing more than an open letter for a pity party, BYOD (Bring Your Own Drums).

I am not naming names, but I know of plenty of payoffs. It is not my responsibility to investigate this. It is the government's responsibility to ensure that its agents of law enforcement are accountable and of integrity. Currently this is not the case, and that is exactly the way this prison-for-profit Harper "government" wants it. Goons, not officers of the peace.
The RCMP cannot prove they are not corrupt, because they are accountable to exactly no one. Therefore I can say anything I want about them and it is not libel, but I speak only the truth, so it is doubly defensible as non-libelous.
I am unwilling to directly prove their corruption and involvement in marijuana sales in Canada, as I would end up having to name people I know at the bottom of the distribution chain who would end up taking the rap.
The mounties are fully aware of this. Fear and terror are their main tool. No one has the guts to stand up to them and call them out (so many tokers that are professionals with too much to lose). I have nothing to lose anymore and will expose these bastards for what they are. I do not fear them - only their guns.
