Since when did the definition of decriminalization include jailtime for anyone caught in possession? This proposal seems to be more of a reduction in penalties than decriminalization.

Fair enough :-)

Decriminalization = a ticket, not a criminal offense.

I understand the intent is to treat it like a traffic ticket. This is loosely modeled after the Columbia MO policy, where the University of Missouri is located. The harsher penalties are normally reserved for those with other offenses.

The intent is to reduce court activity. It's not perfect, but certainly a step in the right direction.

I do agree the jail time bit is strange, given the intent of the proposal.
