Buying "grass" is allowed by any adult over 18 years old (in Amsterdam), however...
... in a few communities (especially on the borders), there are citizen/resident requirements, meaning no foreigners.
Whomever told you this BS about skunk, take a velvet hammer to the chav, then give yourself a good whack for even to dare repeat such rubbish.
In the not so distant past, there were discussions within the Dutch Government about limiting the THC to 15%. This seems to have been tabled, at least for now.
The only cannabis product (that I know of) that shops are NOT allowed to sell is Oil, or more accurately, any product that uses chemicals in the process, ie.. Butane.
