Buying "grass" is allowed by any adult over 18 years old (in Amsterdam), however...
... in a few communities (especially on the borders), there are citizen/resident requirements, meaning no foreigners.
Whomever told you this BS about skunk, take a velvet hammer to the chav, then give yourself a good whack for even to dare repeat such rubbish.
In the not so distant past, there were discussions within the Dutch Government about limiting the THC to 15%. This seems to have been tabled, at least for now.
The only cannabis product (that I know of) that shops are NOT allowed to sell is Oil, or more accurately, any product that uses chemicals in the process, ie.. Butane.

You must have missed the warning about not feeding the stoners.
Sometimes it's better to use the search function instead of opening yourself up to potential ridicule.
If I wanted to be dickish, I could have asked when was or will be your 18th birthday, because these are questions typically asked by minors or recently turned 18s.
Just saying, DON'T FEED THE STONERS.
Have a nice time in Mokum...
...

Nol has been posting on facebook that the government still intends to do this in 2014
