With water extraction there's such a low yield from a relatively large amount of starting material when compared against the yields possible with Butane extraction that it's just too niche a market to produce in large amounts of outstanding quality.

I'd guess that the situation is better in the US and Spain where they have much easier access to huge amounts of good starting material providing a quality product to an educated marketplace.
yeah I think that is the problem. Further in the NL over the last years they hunt growers like crazy  so like you said
maybe there is not "enough" good starting material and it simply does not pay for the seller/producer... in the past
I had some top top quality Barneys Rubble (Ice O Lator from Barneys 2006 or 2007) that was really awesome shit but from
year to year the batches getting worse... also had some other great ice o lators around that time. But there was a
a point when quality went down :? Ah good old times

I am planning a holiday to Spain next year :D Usually nice weather, the sea and some clean Ice O Lator or BHO. What more do you want?

edit
and of course in Spain is a lot of high quality maroccan hash, too
