For a short time a new cannabis regularisation model has stood up in my country, Belgium.

A couple of years ago Belgium voted on the regularisation of cannabis.
Due to a lot of arguing between the conservative and progressive side a sort of mixed up law proposition came up.
Meaning; cannabis is still illegal here, but possesion of 3 grams gets the lowest priority (think of a parking ticket).
We can't buy it in coffeeshops like the netherlands, can't import it, but we're allowed to grow one plant. BUT, we can't buy the seeds on any legal way either.
So naturally, this organisation stood up.
To me its pretty unclear, they've stated what they're doing at the local authorities and so far they're leaving them alone.
On the other hand, the NPO hasn't got much members at this moment.
If they'd get some media attention, and a rise in the amount of members the police might react.
I was wondering what do you guys think about this ?
Is this a proper way of regulating cannabis, will it succeed or will it fail ?
