Weed War Refugee?

Okay, so since every nation in the world seems to cite that they are in a drug war- does this mean I'm a soldier or supporter for the other side?

I don't condone cartels or any of that shit, so I don't consider myself as a soldier.

Since I may have partaken in the past, does it necessarily mean I'm a supporter?

One other question though that came to mind first was- If this is a war? then there must be refugees or asylum seekers?

Then what came to mind would be- If I rent a tinny and sail it into Dutch waters to claim refugee status from the war on drugs would they take me? Also would it more likely work in Uraguay? America? Spain? or even Prague?

Also because I've visited Amsterdam now somewhere around 50/60 times (I stopped counting ages ago), first time in 1979, so I do have a tiny bit of experience of the city.
