Yes the quality and supply is all very dynamic. The best time to go is "whenever you can". Just ask the budtender what's good. Smell it and go from there. Research on the web should help you establish a baseline and provide you with focus for "sure thing" shops. But, I'd much rather enjoy myself "in the moment", than running around looking for the Holy Grail.

IMHO,

Pala's advice seems good to me.

If I had to pick a time of year though it would be mid Oct. to mid Nov.. It's when my luck has been the best.
My thoughts are free.

Quality of weed can vary greatly from plant to plant (shop to shop), even if it's of the same strain.
Growers that supply coffeeshops are usually quite consistant as most have been growing for a long time, but of course there are a million and one factors that can effect the end result of each harvest.
And remember, coffeeshops get their stock from different growers so "white widow" from one CS is not necessarily going to be the same "white widow" from another...

As Pala says, go armed with a little knowledge of your own and ask the budtender to tell you about the weeds available on the menu.
