wheres the best n cheapest place to hire bikes from for 24hrs n is it possible to ride into haarlem?

Star Bikes ( Close to CS too ) I think is probably the cheapest, open to correction. I think they only have back pedal brakes bikes, if you are ok with that. Used Black bikes last week at the Oudekerk, wife needed handbrakes ( 1 hand brake + 1 backpedal brake for 3 days was 80 euro ).

They all around 10-15 euros a day more or less
Some rent bikes for 1/2 day for about same peice
Harlem is about 20 Kms away . Simple to get there, get on Haarlemmerstraat and keep going till your there 60-90-120 minutes later ! N coming back take amsterdameweg >> <<
