I wonder why they are so keen to rule out extortion? Surely that's the most likely motive, as in "pay us protection money or else we shoot your shop and get your business shut down".

I think that the mayor is using and orchestrating the shootings to close down coffee shops, do other business that are victims of crimes get shuttered for public safety maybe some one should take a pot shot at those tacky souvenir shops and see if they get shuttered for public safety

Looking at this, the fact that it was the restaurant and not as mentioned the "Greenhouse next door" I find very sinister indeed.
