Blocked IP Addresses

This appears to be a third-party anti-spam tool incorporated into the phpBB forum software. I don't know much about it.
There is a means by which I can block spammer's IP addresses but I don't generally use it because it seems more trouble than it's worth. I'm not sure but I think sometimes IPs are reallocated and if a spammer is using a WiFi hotspot or whatever then I may finish up blocking real people.
In this case it doesn't seem to be down to me.
It's odd that FBN was blocked from posting in the forums and yet able to post in the chat box.
If you know any more about this, please enlighten us.
