I think it's an enormous step.
It's pretty clear what's going to happen. Cannabis acts, of varying degrees, are going to pass in a growing number of pockets all over the country. Cannabis-friendly people will establish businesses in those places and take their tax money with them. Areas without soft or repealed cannabis laws eventually will become the cannabis equivalent to what dry counties used to be to alcohol (and still are, in a relatively small handful of rural areas, which also will be the ones lagging behind in cannabis laws).
Otherwise, if you wonder where this is headed, the answer's clear.
