The cities that I have found are:
Zaandam, Ijmuiden and Beverwijk, Alkmaar, Purmerend (with Edam and Volendam), Hoorn (with Enkhuizen) or Den Helder.

As far as other cities go Haarlem is the closest and has probably the most coffeeshops. Some nice shops here and cheaper than Dam. It really is like a mini quieter Amsterdam.
I lived in Wijk Ann Zee for 3 months which is 5 minutes from Beverwijk. The town has 3 coffeeshops (there is a 4th but this is well out the centre and i never managed to find it in 3 months!) Splif is a nice coffeeshop with an outdoor seating area with fountains which would be awesome to chill in in the summer. The weed from here was always good but not great. I think the hash is more there speciality.
Coffeeshop Life is round the corner and has a decent menu with some ok strains on. They do a big bag special 4g for 25e. It is advertised as 5g but when we asked the budtender at Taffne's to weight it we could see it was clearly 4g. Still a fairly good deal but I would prefer the were honest!
Taffne's is in my opinion the best in Beverwijk. A menu ranging from 6.50e for Red hair or Silver Skunk up to 13-14e fro mako haze. While I was out there this shop had some of the best cheese i've ever had for 11e/g asnd some very nice amnesia for 12.50. They also do 5g of PP or Polm Special fro 30e
As a town Beverwijk is nothing special to look at, but has the advantage of being able to hop on the bus for 5 mins and have a spliff on the beach at Wijk ann Zee.
Ijmuiden is also nearby but I never made it there, I think it has a couple of coffeeshops. I believe you can take a hydrofoil from here to Amsterdam which would be a nice change to the train.
Alkmaar is a nice town, has only 4 coffeeshops. I was told by some dutch friends that Anytime is the best there and it does indeed have a large menu of good strains but you will be paying Amsterdam prices. Not necessarily a bad thing if the quality is good but i have come to expect better prices outside of the capital. Alkmaar also has its own RLD mainly undercover which is worth a wander, and prices are cheaper than Dam at 35e if you're into a punt.
I haven't been personally to the other cities on your list but I've heard good things about Den Haag and Utrecht.
