I have no doubt there is bribery going on behind the scenes but these choices fit with Fifa's goal of EXPANDING footballs popularity.
Giving England the host duties would do nothing to expand footballs poularity, not to mention i think Fifa wants to distance itself from the "football thug" image you guys have going on over there.
